This is a stock photo website, but under the Photography section "blog" tab there are a lot of useful photoshop tips that teach you how to create some creative effect using photoshop. You don't need to sign up to view these. There is a Free Photo section here as well, but the photo is in low-res can only use in web design, for the free photo you need to sign up as a member, is free to sign up.
